How the NCC Actually Works: Structure, Responsibility & Compliance Pathways

Most NCC failures are not bad design but mixed pathways, missing evidence and unclear responsibility.

Understanding NCC 2022 and what NCC 2025 means for practice. How the Code is organised across its three volumes, which clause types are mandatory and which are optional, how the Deemed-to-Satisfy, Performance Solution and Verification Method pathways change the evidence you have to provide, and how responsibility is shared between designer, builder, certifier and trades.

4 modules, final quiz and certificate.

Start 7 min

Introduction and objectives

Why the NCC is a performance-based code, how each state gives it legal effect, and where compliance usually breaks down.

Module 1 15 min

How the NCC Is Structured and Used on Real Projects

Find the right volume from the building class, read the Governing Requirements first, and tell mandatory Performance Requirements from optional DTS provisions.

Module 2 15 min

NCC Compliance Pathways and Documentation

Choose between Deemed-to-Satisfy, a Performance Solution and a Verification Method, and document the evidence each pathway needs.

Module 3 15 min

Professional Responsibility Under the NCC

See who carries design, coordination, evidence and approval, why certifiers assess rather than design, and where responsibility gaps open.

Module 4 10 min

NCC 2025: What Is Changing and What Is Not

The targeted changes in NCC 2025, the proposals that did not proceed, and why you confirm the edition before you rely on it.

Summary 5 min

Key takeaways

The habits that keep a compliance decision defensible on your next project.

Final quiz and certificate

Ten questions on the NCC structure, compliance pathways, responsibility and NCC 2025. Pass and the certificate goes straight into your dashboard.

Beginner. For people who work with the NCC every day and want the structure and logic behind it. Covers the three volumes, clause hierarchy, compliance pathways, evidence and professional responsibility, with NCC 2025 as context. It teaches how the Code works, not the technical detail of any one Part.

Who it is for

Written for everyone who has to show a project complies, not just assume it.

Architects

You lead the design team and need one compliance strategy that holds together across every consultant’s input.

1 formal CPD point

Building designers

You choose the pathway on every job and carry the evidence when a certifier asks how it complies.

1 CPD point, with audit-ready records

Building surveyors

You can only assess what is documented, and mixed or unstated pathways make that slow and uncertain.

1 hour of CPD

Certifiers

You approve against the adopted edition and need submissions that state which pathway each requirement follows.

1 hour of CPD

Project managers

You keep the programme moving, and a responsibility gap between consultants turns into delay and rework.

1 hour of CPD

If you are

How it is recorded

A building designer

1 CPD point in NCC compliance and professional responsibility. Your certificate, the learning outcomes, the module outline and your quiz result are kept in your dashboard, so you can show what you studied if your CPD is audited.

An architect

1 formal CPD point. Aligned with NSCA 2021 performance criteria PC1, PC12, PC16 and PC20.

A building surveyor, certifier or project manager

1 hour of CPD on how the NCC is structured and applied, recorded on your certificate for your registration body or your own records.

CPD On Demand is not a registered training organisation and courses are not accredited by any registration body. Each course is aligned with the relevant competency frameworks and gives you the records to evidence it. CPD rules differ by registration body and state, so check with yours if you are unsure.

  • Understand how the NCC is structured across Volumes One, Two and Three and how building classification determines which provisions apply.
  • Recognise how compliance pathway selection affects documentation requirements, evidence expectations, and project risk.
  • Identify and correctly interpret the key NCC clause types, including Governing Requirements, Performance Requirements, and Deemed-to-Satisfy provisions.
  • Understand how professional responsibility is distributed across designers, builders, certifiers, and specialist contractors under Australia’s building regulatory system.
  • Explain how NCC compliance pathways operate, including DTS solutions, Performance Solutions, and Verification Methods.
  • Understand what is changing and what is not changing in NCC 2025 and how to manage compliance risk during transition periods.

Questions

Before you enrol.

It teaches how the NCC works using NCC 2022, with NCC 2025 as context. NCC 2025 was published on 1 May 2026. It is in force in Victoria, and in Western Australia, which allows the 2022 edition until 30 April 2027. The ACT allows either edition until 1 May 2027, but a building approval after 1 November 2026 must use NCC 2025 unless the development application was lodged before then. New South Wales, Queensland, South Australia and Tasmania stay on NCC 2022 until 1 May 2027, and the Northern Territory has not adopted it. The NCC 2025 module was recorded before adoption began, so use these dates and confirm the edition for each project.

No. It covers how the Code is organised and applied: volumes, clause types, compliance pathways, evidence and responsibility. The technical requirements of individual Parts, such as fire, waterproofing or energy, have their own courses.
